Paul Kenny was born in Lisburn County. Antrim N.Ireland in 1960.

He graduated from the College of Art and Design Ulster University Belfast in 1983 with a B.A.(hons) in Fine Art Painting. He then went on to study at the Slade School of Fine Art University College London where he graduated in 1985 with a Higher Diploma in Fine Art Painting.
